Improving Local Media Capacities to Fight Religious Radicalism and Violent Extremism in Elbasan


UET Centre is implementing the project “Improving Local Media Capacities to fight Religious Radicalism and Violent Extremism in Elbasan” on the framework of the project “CIVIL SOCIETY COUNTERING VIOLENT EXTREMISM” funded by the European Union and implemented by Albanian Helsinki Committee, Netherlands Helsinki Committee, The Norwegian Helsinki Committee, Helsinki Committee for Human Rights in Serbia and the Together for Life (TFL).

Overall objective: To contribute to countering and preventing the spread of violent extremism and radicalization in the remote areas of Albania through raising awareness at the local level, concretely in Elbasan region by supporting media as a key factor to increase dialogue with civil society; local authorities, involving community and youth on contributing to the prevention of violent extremism.

The project foresees meetings with local stakeholders including local government and religious institutions; TV debates and articles in newspapers to raise awareness for the subject; as well as training of journalists and other local media actors.



Fundraising and Project Development Capacity Building Program for Municipalities


The scope of the Fundraising and Project Development Capacity Building Program for Municipalities is to strengthen Albanian municipalities’ collaboration with foreign and international donors and enhance local capacity in identifying and acquiring funds for the development of projects that benefit local communities. The specific objectives of this Program are: to assess municipal capacity on fundraising and project development; To address municipal capacity building needs and strengthen their capacities regarding fundraising and project development through adequate and professional training; To assist municipalities in identifying and applying for funds and in developing  substantive and meaningful project-proposals; to assist municipalities in strengthening collaboration with foreign and international donors, as well as the business community.
Taking into account the capacity building needs of municipalities, the UET’s experts are involved in both theoretical training in fundraising and project development, as well as hands-on work in developing and applying for specific projects.

The Program consists in the local capacity assessmentcapacity building: Training (Theoretical Part); capacity Building: (Hands on0 and publishing of a Handbook/Guidelines with the training topics; proposal examples; lessons learned and practical tips for the future.
This project is is being implemented in collobaration with Europian University of Tirana and financed by Konrad Adenauer Stifung, Albania.


interegINNOPLATFORM - Innovations Platform and Tools for increasing the innovation capacity of SMEs in the Balkan Mediterranean Area- is a project selected for financing in the 1st call of The Balkan Mediterranean Program.

The project aims at improving the competitiveness of the Balkan Mediterranean region by advancing existing knowledge on business model innovations and developing a set of tools (InnoTools) and services (InnoScorecard and InnoRegion) for improving SMEs opportunities, capacities, and knowledge in introducing product and process innovations.

kapecoKAP’ECO is a project that wants to show citizens the reflection and the process of Tirana’s cleaning service from “Eco Tirana.” Eco Tirana is a private public partnership, Italian-Albanian, that accomplishes the capital city cleaning and measures the efficiency and effects of this service. KAP’ECO organizes activities to encourage citizens and the community to collaborate and take actions to decrease their impact on the environment.

The KAP’ECO project is implemented from UET center, supported from Lëviz Albania, and financed from The Swiss Agency for Development and Collaboration (SDC).

Rini shqiptare“Albanian Youth in action towards Europe”

The overall project’s goal is to inform and encourage the opinion of young people about EU integration process, conditions, duties, benefits, costs, youth programs and how them can be empowered to benefit from them.
The activities will be concentrated in two phases. The first one is related with the organization of two informative sessions in “Asim Vokshi” high school, “Partizani” high school, the students of European University of Tirana, and students of public universities, and in the Youth Council of the Municipality of Tirana.  The second one is concentrated in a intensive online platform to increase the number of persons that receive the information.
This project is being implemented according  to the grants given by CoDe Albania for young people supported from organizations.




Foundation for Economic Freedom (FLE) in collaboration with UET Centre will organize and deliver the workshops foreseen during the implementation of the project.
The project’s overall goal is to promote transparency and compliance of local budgeting in the reformed municipalities after the June 21, 2015 local elections. The main objective of the project is to focus particularly on one key element; to increase transparency in the budgeting process at the local level through social auditing. Increasing the reliability and accountability of local government in cooperation with local civil society, to provide a clear analysis of the situation and performance of local institutions. This approach will encourage more open financial processes at the local level as well as more active citizenship. Specifically the project activities will focus on creating a hub in four municipalities (Malësi e Madhe, Belsh, Shijak and Roskovec) where citizens can monitor the promised and actual services and investments delivered at the local level.

UET Centre in collaboration with RCE Middle Albania is part of the project #EDUFOOTPRINT-"School Low Carbon Footprint in Mediterranean Cities". This project intends to raise capacity of owner and managers of public buildings for better management of energy; it will be done considering not just direct energy impacts of buildings (consumption), but also indirect ones (public procurement or general awareness and behavior). Activities will be concentrated in the test and transferability of an integrated energy strategy with a Life Cycle Assessment (LCA) approach in schools, consisting in the elaboration and implementation of energy efficient practices integrated with local Sustainable Energy Action Plans (SEAPS).


SchoolMED project will allow to cut energy cost for public buildings in MED area. The use of an approach that considers the school in its complete life cycle, assures a multiplying effect of actions, so a sustainable low-carbon citizen lifestyles and educational and cultural growth and promotion of eco-innovation solutions for various stakeholders (students, their families, teachers, public institutions, energy services providers).
This project is supported by the European Union in the capacity of #IPA project partner, under the programme "Interreg Mediterranean 2014-2020".

UET Centre in collaboration with IRCA is implementing the new project for Roma Youth Social inclusion through tailored policies and good practices on minority rights.
The EU Member States are dedicated to changing the situation of the Roma people. The EU framework promotes policies that aim to ensure that Roma and other discriminated people have equal access to employment, education, health care and housing (including essential services).

This project seeks to mainstream minority rights at the work of policy makers at the local level through the direct engagement of the Roma community as Roma Focal Point. The project will propose and establish Roma Focal Points (RFP) network and develop some practical guides to prevent discrimination against the Roma community as part of the decision making process at the local level. This project is financed by Konrad Adenauer Stiftung Foundation.

UET Centre in cooperation with MAPO Foundation and the Department of Communication and Public Relations at the European University of Tirana have initiated a new project focused on media. The aim of the project is to support the quality print media with a particular focus on dedicated and analytical media. The UET Centre will support 11 journalists of the MAPO Foundation (MAPO daily newspaper, MADAME MAPO and MAPO magazine) to publish dedicated and analytical articles in various fields. 
In this framework, the UET Centre, financed by the Department of Communication and Public Relations at the European University of Tirana, will support MAPO Foundation and its three main media formats: MAPO daily newspaper, MADAME MAPO and MAPO magazine to publish analytical and dedicated stories and articles in various fields, which could interest the public.

European University of Tirana, UET Centre and The Vienna Institute for International Economics Studies (wiiw) launched a new research project on the “International trade in Western Balkan Countries –an analysis based on gravity model approach”. The project was awarded in the framework of the agreement between the Council of Ministers of the Republic of Albania and the Government of the Republic of Austria on Scientific and Technological Co-operation. The Agency for Research, Technology and Innovation (ARTI), is the Albanian legal institution which will builds bridges between partners in cooperation and the Albanian Government. The project aims to analyze the international trade (import/exports) of Western Balkan countries (Albania, Bosnia-Herzegovina, Croatia, Kosovo, Macedonia (FYROM), Montenegro, Serbia) using the Gravity Model approach. This proposed joint research project is specifically focused on improving the quality of research in Albania in the field of social and economic sciences. In this sense it contributes towards the preparation of the Albanian research sphere to successfully enter the European Research Area and Horizon 2020 opportunities.

The overall project is the emergence and promotion of a common cultural product in the cross-border region to boost tourism industry with the use of new technologies and e-tourism. The project aim is to create a network for visibility, renovation and enhancement of cultural heritage of the historical castle of the targeted areas. Provision to the user with a multi-cultural and educational experience with the use of suitably adapted innovative interactive experiential services. This project offers to the user a tour through time and space by utilizing 3D representations of historical monuments. This project is financed by the European Commission, IPA Cross Border Programme.
