Head of Project Developments and Partnerships

Kebjana Haka is Head of Office for Project Developments and Partnerships at the European Institute Pashko. She has received a master’s degree in Governance and Public Administration from the Albanian University in Albania and she earned a Bachelor of Philosophy-Sociology in Social Sciences from the University of Tirana. Since 2013, she has been involved in the management of several projects related to regional cooperation, the European Union and good-governance issues. Ms. Haka has an extensive working experience in project cycle management with a focus on developing, monitoring, evaluation, assessment of institutional performance indicators and as well as in assisting local governance units and local communities. For over five years, Haka has held the position of senior expert on IPA CBC and Transnational Cooperation Programs at the Ministry of European Integration in Albania. Subsequently, she was appointed Project Manager of Technical Assistance projects in the Ministry of European Integration, financed by the European Union.

Ketrina Çabiri, PhD.

Programme Manager

Ketrina Çabiri Mijo has completed her PHD on Corruption and Decision Making in Public Procurement at the European University of Tirana, followed by a fellowship at the Institute of Social and Economic Research (ISER) at Essex University (2016) supported by the Civil Society Scholar Award and a research stay at the Department of Political Sciences and Sociology, University of Salzburg as a Sigma Agile Fellow (2015-2016). Ketrina received a master’s degree in European Politics from the University of Sussex, United Kingdom in 2009. Ketrina has been a research Fellow at TRAIN programme ‘Fostering Policy Dialogue in the Western Balkans’ lead by German Council on Foreign Relations (DGAP) in 2017. Since 2011 Ketrina has been working at the Office for Project Development and Partnerships at UET and currently she is the Head of Office. Previously she has worked as an expert of European Research Programs in the Agency for Research, Technology and Innovation in the Council of Ministers in Albania. She has an extensive experience in project writing and management, while she has been involved in several EU Projects such as Tempus, IPA CBC/Interreg MED/Balkan Med, LLP/Jean Monnet, ERASMUS +, ESPON and other national and international donors like World Bank and British Council, Open Society Foundation, Friedrich Ebert Sifting, OSCE, UNWOMEN, GDN (Global Research Competition), etc. Ketrina has published in national and international journals and publishing houses, such as Bentham Science Publishers, Kluwer Law International, Oxford University Press, International Journal of Sustainability in Higher Education (Emerald Publishing), etc.

 

Aurora

Aurora Lazaj, M.sc.

Project Coordinator

Aurora Lazaj holds a Degree of Economics in the field of Public Administration, and a Master of Science in Finance and Banking. Ms. Lazaj is an experienced financial manager with a demonstrated history of working in the government administration sector. Since 2005 she has been part of local government, working in different economic sectors, she has been Director of Economic Development and Financial Management Directory at the Municipality of Gjirokastra for five years. Ms.Lazaj has been working for the Ministry of Finance and Economy as Head of Gjirokastra Treasury Branch from 2017 to 2018. She has an extensive experience in budgeting, controlling, project management and financial management, with focus on IPA projects.

 

MegiMegi Ruka

Project Coordinator
Megi Ruka, pursued her exchange master program at the University of Salzburg, Department of Political Science. She holds a bachelor’s degree in International Relations from the European University of Tirana. During her stay in Salzburg she has been engaged as Public Relation Consultant for the University of Salzburg, Department of Political Science where her work consisted on supporting the department with joint project management, organization of meeting with high level representatives of the European Commission such as Mr. Johannes Hahn etc. She also worked for a think tank, Institute of the Regions of Europe (IRE) where her contribution consisted on desk research and support on international conference organizations. Recently she is engaged as a Project Coordinator at UET Centre.

 

  

BlerjanaBlerjana Bino, PhD

Associated Researcher

Blerjana Bino was a visiting researcher at the Department of Informatics and Media, Uppsala University as a Swedish Institute Fellow. Her areas of research are alternative media and participation, media and democratization, political communication and populism. She has completed her doctoral studies in Media and Communication Studies. She holds a Master of Science in Politics and Communication from the London School of Economics and Political Science in UK. She has completed a research fellowship at the Communication and Media Research Institute (CAMRI) at the University of Westminster under a Civil Society Scholar Award (2015) and a research stay at Department of Political Sciences and Sociology, University of Salzburg as a Sigma Agile Fellow (2014). She is a lecturer of Research Methodologies; Advanced Qualitative Methodologies and New Media. In addition, Blerjana works closely as an associated researcher and project director with the UET Centre and the Office for Project Development and Partnership at the European University of Tirana. She has been involved in the development and management of various research and capacity-building projects funded by European Commission, and other donors. She is a COST researcher in the COST Action ISCH 10 IS1308 on political populism and a European Union Delegation to Albania Expert on media and information society. She is the co-founder of the Collaborative Online and Offline Research Platform (COORP) that seeks to improve the performance of Albania in the European Research Area.

 

LutjonaLutjona Lula, M.A.

Associate Researcher

Lutjona Lula, pursued her graduate studies at the Joint Interdisciplinary Master in South East European Studies, University of Belgrade and Karl Franzens University of Graz. She holds a bachelor’s degree in political science from University of Tirana. Lutjona has successfully a one-year research and study mobility at the University of Zagreb, 2014. Ms. Lula currently is the Head of Unit for International Relations at the European University of Tirana and an associate junior researcher at UET Centre. Apart from her academic commitment, she has been active in various local NGOs and international organizations, mainly focused on social science research, human rights issues, regional cooperation, reconciliation and peace-building processes. She is experienced in monitoring and project evaluation methods such as outcome harvesting, experiential learning, result oriented monitoring. Her fields of interest vary from political parties, democratization, societies in transition, South Eastern Europe and the EU enlargement. For more on the publications and papers: here.
